These are the specialised ‘one tonne’ bags used in construction for the likes of laying new garden driveways with gravel. While we don’t want to point fingers, it is very unlikely that these bags simply got blown by a strong wind under the manhole cover. Someone has clearly put them their because they were too lazy to properly remove and dispose of them.
The bags were causing the blocked drain so once they were removed and the drain pipe was cleared of the build up of sludge and excess gravel that had also been deposited in the drainpipe – it was clear and free flowing again.
